FRANKLIN'S "HOUSE RULES" FOR "AXIS & ALLIES 1940 (GLOBAL)" AFGHANISTAN Unlike any of the other strictly neutral territories, Afghanistan will never become friendly to either side. They will never become Pro-Allies or Pro-Axis. Furthermore, if Afghanistan is ever captured, at the beginning of the Combat Move phase of the controlling power's turn, roll one die. On a result of 1 to 3, that many local Infantry are recruited, to liberate their country from the foreign power. Any conbat resulting from the appearance of these Infantry is resolved during the Combat phase of the controlling power's turn, and if these local Infantry succeed in eliminating all occupying land and/or air units, then Afghanistan is "liberated," regardless of whether or not any of the local Infantry remain. In this event, any surviving local Infantry are removed, and Afghanistan reverts to its previous "Neutral (Hostile)" status. AIRCRAFT VS. "IMPASSABLE" TERRAIN The Sahara Desert and the Pripet Marshes are impassable only to land units. Air units are not blocked by these terrain features. However, the Himalayas block land units and air units, due to the extreme altitude of those mountains, versus the mechanical limitations of the era. THE BRITISH EMPIRE The British Empire (aka "Britain") consists of four (4) economies, each with the following starting income and regional capital: (*) The UK, proper (Britain's Western economy); starting income is 21; regional capital is London. (*) The Raj (India, et al.; Britain's Pacific economy); starting income is 17; regional capital is Calcutta. (*) Canada; starting income is 7; regional capital is Ottowa. (*) ANZAC; starting income is 10; regional capital is Sydney. All territories marked with Canada's symbol are part of the Canadian economy. Likewise, all territories marked with ANZAC's symbol are part of ANZAC's economy. The British player must purchase new units and/or repair existing facilities (in Step 1), mobilize new units (in Step 5), and collect income (in Step 6) for each economy separately. However, all units for the British Empire are one collective military force -- they move and fight as one (in Steps 2, 3, and 4). For convenience, the plastic figures for the UK and for ANZAC should be be used interchangably. As a result of this consolidation, Britain does not get the usual one extra Infantry in Egypt. (In the rules-as-written for the 1940 Global game, one UK Infantry in Egypt is ordinarily replaced by two ANZAC Infantry, for a net gain of one extra Infantry total.) (THE BRITISH EMPIRE) NAT. OBJ./BONUS INCOME Britain gains the following National Objective and Bonus Income (awarded to the Canadian economy): (*) 5 IPCs if Canada controls all of its original territories while the Allies control Newfoundland/Labrador. Theme: Basic sovereignty issues. The other three economies have their usual National Objectives and Bonus Incomes. (THE BRITISH EMPIRE) SPHERES OF CONTROL Because of the strategic importance of Afghanistan with regards to the British Raj, should Britain ever control Afghanistan, that territory will be assigned to Calcutta's economy. Canada and ANZAC will usually control only those territories printed with their respective control markers, with the following exceptions. (*) If London is captured, any territories thereafter captured by Britain (or liberated by either Britain or an Ally) that would ordinarily join London's economy will instead join Ottowa's economy, until such time as London is liberated. (*) Similarly, if Calcutta is ever captured, those territories thereafter captured by Britain (or liberated by either Britain or an Ally) that would ordinarily join Calcutta's economy will instead join Sydney's economy, until such time as Calcutta is liberated. NAT. OBJ./BONUS INCOME The following powers receive these additional National Objectives and Bonus Incomes. (N.O./B.I.) THE BRITISH EMPIRE See "(The British Empire) Nat. Obj./Bonus Income" above. (N.O./B.I.) SOVIET UNION The Soviet Union receives the following additional National Objectives and Bonus Incomes. When the Soviet Union Is Not at War in Europe: (*) 5 IPCs if there are no warships in sea zone 100. Theme: Beneficial trade with Germany. When the Soviet Union Is at War with Japan: (*) 1 IPC per territory in the Pacific theater controlled by the Soviet Union, that was originally neutral, Dutch, or Japanese. Theme: National prestige, propaganda value, and the spread of communism. (N.O./B.I.) UNITED STATES The United States receives the following additional National Objective and Bonus Income. When the United States Is Not at War with Japan: (*) 5 IPCs if Japan has not made an unprovoked declaration of war against either France or Britain. Theme: Beneficial trade with Japan. (N.O./B.I.) ALL POWERS Every power at war in the European theater (except China; see below) -- even if they are at war against only one enemy power -- receives the following additional National Objective and Bonus Income. (Per the rules-as-written, this was only for Germany and Italy.) When at War: (*) 2 IPCs per territory for controlling Iraq, Persia, and/or Northwest Persia. Theme: Access to strategic oil reserves. Since China fights strictly defensively, China will never be able to control any of these territories. Therefore, this N.O./B.I. does not apply to China. TURN ORDER, REVISED Given the changes to the UK, and to avoid giving the Allies an unfair advantage from having a larger number of powers (each conducting their turn separately), the turn order is revised as follows: 1.) Germany 2.) Soviet Union and France (Shared Turn) 3.) Japan 4.) British Empire 5.) Italy 6.) United States and China (Shared Turn) For those turns listed as a "Shared Turn" for two powers, those two powers share their turn as follows: Step 1.a. Purchase/Repair -- [1st Power] Step 1.b. Collect Income -- China A complete sequence, in order, constitutes one full turn of gameplay. THE UNITED STATES The United States (aka "America") starts play with three minor industrial facilities: one in each of Eastern United States, Central United States, and Western United States. The United States automatically upgrades these industrial facilities to major (from minor) at no cost, should any of the Axis powers attack the United States. However, should the United States wish to upgrade any of these industrial facilities before being attacked, they may do so as per the usual method. (THE UNITED STATES) NAT. OBJ./BONUS INCOME See "(N.O./B.I.) United States" above. (THE UNITED STATES) POLITICAL SITUATION In my opinion, the rules-as-written (RAW) do not accurately reflect America's reluctance to enter the war. Therefore, the United States must be provoked into declaring war. (Obviously, if one of the Axis powers declares war on the United States, the United States is already at war. The following rules are for the United States to initiate conflict.) If the Axis powers capture London or else all three victory cities originally controlled by the Soviet Union, the United States will declare war on Germany and Italy. If, at that time, Japan occupies or controls any territory within the European theater, the United States will also declare war on Japan. If the Axis powers capture and/or control all five of the non-American victory cities in the Pacific theater (i.e.: Calcutta, Hong Kong, Shanghai, Sydney, and Tokyo), the United States will declare war on Japan. And if, at that time, Germany and/or Italy occupy or control any territory within the Pacific theater, the United States will also declare war on both Germany and Italy as well. If any Axis power attacks any territory in North America or South America, the United States will declare war on that Axis power. (If the Axis power in question is either Germany or Italy, the United States will declare war on both of them.) In the event an Axis power declares war on the United States, the United States can declare war on the remaining Axis powers.
